Commissioners approve ARPA recipients

The Falls County Commissioners Court met on Monday, Nov. 14, with County Judge Jay Elliott presiding. Commissioners present were Milton Albright (Pct. 1), F.A. Green (Pct. 2), Jason Willberg (Pct. 3) and Nita Wuebker (Pct. 4). 

Jerri Gauntt, American Rescue Plan Project Manager, presented updates on ARPA recipients. Chilton VFD, Falconer-Stamps Center, Golinda VFD and Marlin Men’s Civic Association were listed as recipients with concerns of application procedures and progress. Gauntt noted she has reached out to each to assist. Commissioner Green moved to accept the Faith, Hope, and Charity spending change of plan for playground equipment. Seconded by Commissioner Albright, motion carried. PESCO Engineering was recommended to oversee the $2.4 million of the ARP Grant allocated for the Road & Bridge project. Commissioner Willberg moved to accept PESCO Engineering. Seconded by Commissioner Green, motion approved.

Commissioner Wuebker moved to approve the posting to consider amending an existing tax abatement agreement with B T Yixon Solar, LLC. Seconded by Commissioner Willberg, motion carried.  Other agenda items included a TAC consultant who presented an overview of the Medical Employee Insurance Benefits Resource Guide. Commissioner Green moved to accept the District Clerk’s quote for scanners & monitors. Seconded by Commissioner Willberg, motion carried. Commissioner Wuebker moved to accept the Falls County Emergency Service District III 2022-2023 Budget. Seconded by Commissioner Wuebker, motion carried. In addition, Commissioner Green moved to renew the Shell Energy Public Power Pool contract. Seconded by Commissioner Albright, motion carried.

Commissioner Green moved to accept Byrleen Terry and Ian Geisler as Falls County Appraisal District 2023-2024 Board of Directors. Seconded by Commissioner Albright, motion carried. Commissioner Green also moved to approve the Cybersecurity Course enrollment required for all county employees who have access to local government computer systems and data base. Seconded by Commissioner Albright, motion carried. 

Commissioner Green moved to accept the Falls County Historic Commission $2,890 Christian Brothers Service quote to move the museum contents to the Falls County Annex for storage during renovations and repairs of the museum. Seconded by Albright, motion carried.

Commissioner Wuebker moved to accept the interlocal cooperation agreement with the City of Golinda to topcoat West Central Hwy 77 for a cost of $3,136. Seconded by Commissioner Willberg, motion carried. On another note, due to their non-existence, Commissioner Albright moved to remove 4th and 5th Streets and portions of alleys from old Otto, TX Plat. Seconded by Commissioner Wuebker, motion carried.

Commissioner Green moved to approve the canvassing of votes. Seconded by Commissioner Willberg, motion carried. Jeff Jackson, Road & Bridge Administrator, noted additional information was needed on proposed bridge work. Jerri Gauntt, American Rescue Plan Project Manager, agreed to send necessary paperwork to assist. Jackson also informed the commissioners the department did not want to move to the Annex as planned.

Commissioner Green moved to approve payment of bills, budget amendments and payroll. Seconded by Commissioner Willberg, motion carried. Commissioner Wuebker moved to approve the Oct. 10, 2022, minutes. Seconded by Commissioner Willberg, motion carried. With no further agenda items, Judge Elliott adjourned the meeting.
