Commissioners Commended for ARPA Fund Use

The Falls County Commissioner’s Court met Monday, September 22, 2025 at the County Courthouse, Judge Jay Elliott, presiding. All Commissioners and the County Attorney were present.

The American Rescue Plan Act (ARPA) legal counsel representative commended the Commissioners for their planning and execution of funds received through the American Rescue Plan Act (ARPA) in 2021. Commissioner Green moved to sign policy and addendum to the contract, use the interest from the funds to repair FM 442 bridge that washed away and match the fund for the Falls on the Brazos. Second by Commissioner Albright, the motion was carried. It was noted all sixteen bridges were completed.

MBW Management was the only bid received concerning the Hazard Mitigation Action Plan Project. Commissioners approved the contract bid which will include research, development and support of hazard mitigation action plan for $30K. Commissioners approved the six month contract extension with the Texas Water Development Board, ending March 31, 2026.

Updates concerning the Sheriff and Constable 2026 fees were submitted: Falls Citation-Transfer of Eviction Citation ($125) and Falls Writ-Transfer of Writ of Possession ($125). In addition, Commissioner Albright moved to amend the County part-time employee policy. Second by Commissioner Wuebker, the motion was carried. Commissioners reminded Sheriff Campbell, the maximum hours a week for part-time employees is twenty-nine, which is a Federal policy.

In other matters, Commissioners accepted the AT&T claim for damages made by Road & Bridge employees who damaged a junction box on CR 253, Pct. 2. Commissioner Wuebker moved to pay the invoice of $2776.56 for damages, second by Commissioner Green, the motion carried. Commissioner Willberg provided updates re: complaints to TCEQ on Falls County Road & Bridge employees for inappropriate use of oil. Filed by a resident on CR 332, complaints included accessible oil that could kill vegetation and livestock and house flooding on the road. No findings were reported by TCEQ. Commissioner Willberg encouraged others to travel FM 332 which he considers the “Best Farm to Market road in the County”. He shared such filing is a disservice to all residents in the County and defamatory.

Commissioner Albright moved to pay the bills, seconded by Commissioner Wuebker. The motion carried. Commissioners approved the minutes of the prior meeting. The meeting adjourned at 10:03a.m.
