Five Point Plan for Property Tax Relief

You know it. I know it. We all know it. Property taxes are crushing Texas families. Earlier this year, an analysis of U.S. Census data revealed Texas now has the 9th highest property tax burden in America — right alongside liberal states like New York, New Jersey, and Illinois. That is not a list Texas should be on.

Ever since you first sent me to the Texas House in 2022, I have made property tax relief one of my top priorities. Every legislative session, I have helped pass record tax relief by buying down school property tax rates and increasing the homestead exemption. In fact, since I took office, we have increased the homestead exemption by more than 300% and passed $51 billion in property tax relief.

So why are Texans still feeling squeezed? Because local spending continues to grow while out-of-control appraisals drive tax bills even higher. Texans are working harder, but governments keep taking more.

Now let me be clear: this is not a war on local government. Before serving in the Texas House, I served as a district clerk and school board member. I understand firsthand that local governments provide essential services our communities depend on every day — schools, roads, law enforcement, and emergency services. Those services must be adequately funded.

But Texas families cannot continue to be treated like an unlimited source of revenue. We need sustainable funding solutions that do not rely on pricing Texans out of their homes, and government at every level must do its part by tightening its belt and spending taxpayer dollars responsibly.

That’s why I fully support Governor Abbott’s Five Point Property Tax Relief Plan: Require voter approval before local governments can raise property taxes beyond a strict limit.

Lower the homestead appraisal cap from 10% to 3% to stop families from being taxed out of their homes.

Move away from annual appraisal spikes and create a more predictable, stable appraisal system.

Strengthen taxpayer protections and rollback elections when local governments overreach.

Continue working toward eliminating school district maintenance and operations property taxes for homeowners.

At the end of the day, Texans are demanding bold action, and that is exactly what Governor Abbott’s plan delivers. I am proud to fight alongside the Governor and my fellow conservative lawmakers in pushing for meaningful reforms that protect homeowners, rein in skyrocketing tax bills, and create a more sustainable system for the future. We can fund essential services while still protecting taxpayers, but it will require stronger safeguards, smarter spending, and leaders willing to take on the status quo to deliver real relief for Texas families.

This matters deeply for rural communities like House District 13. Farmers, ranchers, retirees, and working families should not have to fear losing the homes and land they worked their entire lives to build. Property tax relief means protecting the future of our communities and making sure the next generation can still afford to call rural Texas home.
