Rosebud City Council addresses several issues

The Rosebud City Council met on April 20 for their regularly scheduled meeting. Due to the coronavirus pandemic, the meeting was hosted via Facebook Live.

U-turns on Main Street

The council pondered repealing City Ordinance Sec. 12.03.002, which states that it shall be unlawful for any person driving or in charge of a motor or other vehicle to make any U-turn on Avenue C at the intersections of third, fourth, or fifth streets.

“Personally, I think everything is okay the way it is,” said Mayor Roy Spivey. “I don’t get why we have to change it.

There was an incident recently where an accident was caused by an individual that took a turn on main street. There is a double line down the road, which prohibits crossing the line from either side. 

The idea of possibly including second street as well was discussed , but then they decided to leave the ordinance as is. No motion was made nor was any action taken on the matter.

Water Department Updates

Wastewater levels have begun to come back normal, according to City Administrator, Keith Whitfield. Members from the water department were not at the meeting to discuss further.

Financial Audit FY2019

The council received a copy of the Financial Audit for FY19. The auditor, Williams Grimsley, CPA, was present by phone. 

Highlights from the report:

  • The net position of the City was $2,472,793 at the close of the FY fiscal year, meaning the assets held by the City exceed its liability by that much.

  • There was a total revenue of $1,843,489, while expenses totaled $1,831,706, resulting in a $11,783 increase in net position.

  • The City’s investment in capital assets totalled $2,017,191.

  • Cash of $439,224, increased by $69,376 for the year

  • Debt of $137,404, decreased by $39,315 for the year

In speaking with Grimsley, he recommended to the council that in the future they consider amending the budget throughout the year, possibly on a quarterly basis. The idea behind this is to adjust and move funds from one line item to another while assessing the changing needs of the City.

Oncor Distribution Rates 

New distribution rate options from Oncor were discussed and the Council decided to deny the proposed rate increase. The motion passed unanimously to keep rates the same.
