Rosebud ISD TEA Rating Explained

Rosebud-Lott ISD has much to celebrate following the release of the 2025 STAAR results and state accountability ratings. For the first time since the state implemented STAAR accountability, two of the district’s three campuses earned an “A” rating, marking a historic achievement for the district. In addition, Rosebud-Lott ISD overall has continued its positive momentum, moving up a full point in the accountability system — a clear reflection of steady growth and a shared commitment to excellence.

The district’s campuses shined in this year’s distinctions: the middle school earned six of seven STAAR distinctions, while the high school earned two distinctions, placing both campuses among the top 25% of schools statewide in those performance categories. Walk with Purpose, led by consultant Christian Auger, was instrumental in this success. As a result of that program, Rosebud-Lott’s 6th, 7th, and 8th grade students — as well as Algebra I students — significantly outperformed both the state and regional averages across all categories of performance.

The district’s improvement is also fueled by several targeted initiatives. Programs such as Data Walks, supported by McKee and in collaboration with ANET and consultant Heidi Waterstradt, have strengthened instruction, refined classroom practices, and built a culture of continuous improvement. In addition, Tammy McKee’s literacy model and assisting district personnel in dissecting ELA scores, has helped ensure that students at all levels are developing critical reading and writing skills needed for long-term success.

Beyond academics, Rosebud-Lott ISD has placed a strong emphasis on leadership and culture. Following the COVID pandemic, the district launched the Leader in Me program, ensuring that every student has been trained in the 7 Habits of Highly Effective People. Living out these habits has become a central part of the district’s culture, equipping students with lifelong skills for success in and beyond the classroom.

Superintendent Dr. Jim Rosebrock credited both staff and the school board for the district’s upward trajectory: “Our growth has been possible because our faculty and staff have fully embraced the Core Principles outlined in our Organizational Effectiveness Plan. Thanks to their dedication — and with the tremendous support of our Board of Trustees, which was named the 2024–2025 Texas Rural Education Association School Board of the Year — we have moved from being a ‘D’-rated district in 2019 to a solid ‘B’ for the last three years. We are inching ever closer to becoming an ‘A’-rated district.”

Dr. Rosebrock added: “I am extremely proud of our teachers and the commitment they have to each individual student. I asked a middle school teacher what she thought was the reason the middle school moved from an 86 in 2024 to a 91 in 2025, and she said, ‘All teachers took the view of what each kid needed to succeed and we attacked getting them ready, one student at a time.’ That mindset reflects exactly why we are seeing the success we are celebrating today.”
